Multimedia Graphic Artist (2-D). The Graphic Artist produces original, still artwork for incorporation into web, cd-rom, DVD and video. This person may use PowerPoint, Adobe Photoshop, and Adobe Illustrator and with all procedures for importing graphics into web, cd-rom, DVD and video environments, such as Alpha Channels and Mattes.
Instructional Designer . The Instructional Designer will be responsible for the instructional integrity of the courseware and the selection and successful application of appropriate instructional strategies. The Instructional Designer will be the principle architect of the instructional design that will insure the successful attainment of instructional goals and their learning objectives.
Senior Instructional Designer . The Senior Instructional Designer is an expert in instructional design and has an advanced degree in Instructional Design or another acceptable similar discipline and extensive experience and understanding in both sound objective-driven instructional design theory and the operational practice of both instructional design theory and learning theory. This senior position understands the Instructional Systems Development (ISD) model and the subordinate encompassed development theory and application of Analysis, Design, Development, Implementation and Evaluation (ADDIE). The Senior Instructional Designer acts as a project consultant and advisor insuring that appropriate, efficient and effective instructional strategies are identified and suitably applied to facilitate the achievement of performance-based learning objectives and that the instructional design is coherent, well-organized and effectual. The Senior Instructional Designer must have experience in the design of unified SCORM-conformant Sharable Content Objectives (SCO) based learning content and SCORM manifest operations. The Senior Designer must understand the foundations of instructional design theory (Gagne’s Nine-Events of learning, Merrill’s Component Display Theory, Bloom's Taxonomy, Kirkpatrick's Metrics, as well as present theorists); including rapid development models, prototyping techniques.
Project Manager . The Project Manager is a facilitator and coordinator on larger productions where the coordination of multiple agencies or stakeholders are involved. This role includes the set up and facilitation of virtual or face-to-face conferences, coordination and tracking of subject matter expert and agency deliverables and implementation concerns as well as tracking documentation and accounting for schedule and deliverables. The project Manager also facilitates contractual interactions and the acceptance of deliverables.
Script Writer . The Script Writer works closely with the client and the program manager, VA multimedia producer, and/or contract producer-director to create a script that accomplishes VA objectives and maintains audience interest. Depending on the format of the production, the script may take the form of a typical “talk show,” a “news magazine,” or a dramatic production, which shall be displayed for close captioning via satellite broadcast, video, streaming video, streaming audio, or animation. The scriptwriter may be required to create characters and dramatic scenarios in some cases.
Narrator/Voiceover Talent/Actors. EES routinely uses professional (SAG/AFTRA) talent in its productions. Many programs utilize a host/moderator to coordinate expert panelists. Others require the services of on- or off-camera narrators. Still, others require role-players who can give plausible performances of scripted characterizations. EES may pay “scale” rates for professional union talent or non-scale for non-union talent.
Multimedia Animation Designer (3-D) and/or video compressionist . The Multimedia Animation Designer (3-D) or video compressionist produces complex, multi-layered moving images for incorporation into video, broadcasts, streaming video. This individual may use 3-D Studio Max, Adobe After Effects, Adobe Premiere, Maya, and Avid Media Composer, Macromedia Flash, Apple Quicktime, Shockwave. This individual:
Encodes digital video and audio files for incorporation into multimedia products and streaming media websites.
Encode/compress a variety of MPEG and AVI format files for use in multimedia products such as CD-ROM’s and DVD’s.
Encode Quicktime, Shockwave, Flash, Windows Media, and RealVideo files for use in streaming media websites.
DVD/CD-ROM Author
Designs and produces CD-ROM and DVD delivery modalities for existing digital video sources; architects menuing and navigation and produced finished products.
Programs and creates authored products utilizing a wide variety of CD-ROM/DVD software (EES utilizes Authorware for CD-ROM); and that allow for the capture, encoding and “burns”of CD-ROM and DVD’s.
Creates artwork for DVD interactive menu’s including video segments, animation and multimedia presentations, interactive learning interventions and evaluations.
Develops DVD/CD-ROMs that has playback compatibility with personal computers and/or stand-alone players.
Designs the artwork and graphics for disc labels and outer packaging.
This person may use Sonic or other DVD authoring software, (Avid Media Composer, Macromedia Director, Adobe Authorware and Flash, DVD Studio Pro software, and Dantz Retrospect)
Content Developer/Technical Web-Writer . The Content Developer/Technical Writer creates, designs and produces content which is collected and derived from multiple resources which include known subject matter experts, written material when available, non-copyrighted, and copyrighted material (when legal permission is obtained). The purpose of producing content for multimedia products is to assist the VA when scarce professional resources and VA staff availability is minimal. The web-writer understands and applies functional design, visual appeal and code simplicity with an eye to functionality and web-usibility.
Information Architect. The Information Architect defines the nature and scope of an information service, website or designs how an instructional interaction or strategy shall be orchestrated before the coding begins. Information architecture is to a website as a blueprint is to a building. Information architecture usually includes such activities as:
Identification and operation of the sites mission, purpose or goal
Embodiment and realization of the goal and objectives
Operations and facilitation of actions and activities targeted and focused on the audience
Creation of a content inventory
Identification of the server environment and requirements
Creation of site maps
Creation of content maps
Designing of page schematics
Defining of constructive processes
Usability Specialist . The Usability Specialist shall conduct user research and usability activities for internal and client-facing web-based sites and instructional products. Typically these professionals shall:
Conduct user research (including user interviews, contextual inquiries, field studies, and surveys) and usability testing activities for a project.
Collaborate with clients, subject matter experts, information architects, multimedia producers and project managers throughout the design life cycle to ensure usability and design quality.
Plan usability activities, determine appropriate methodologies, collect data, summarize findings, and report results to management and project teams.
Identifies, prioritizes, and tracks usability issues and make design recommendations. Utilizes his or her knowledge of design principles to conduct heuristic evaluations of sites when appropriate.
Contribute to the creation and implementation of design standards and to the promotion of user-centered design.
Data Base (DB) Engineer and Web Programmer.
Create and maintain data architecture to increase the robustness, performance, and scalability of the data base system.
Establish an architecture roadmap for operational and business intelligence reporting, and then deliver on it.
Design and extend the persistence management layer that insulates the DB from the application layer
Contribute substantially to the system architecture, and take ownership of the design and development of the Data Base layer
Establish coding standards for Java, stored procedures, triggers, and logical and physical schema design, and enforce them within the development staff
Work with system architects to improve existing transaction cost reduction, and increase the overall data throughput
Tune Sequel queries and database performance for On-Line Transaction Processing (OLTP) and Decision Support Systems applications within the development environment
Participate in design and code reviews, documentation of design, implementation of methodologies to ensure high quality software
Participate in the consultation, design, programming, code review, and documentation to develop web based product as Scalable Content Object Resource Management 2004 compliant SCORM Consultant/Programmer
Perform in the role of Metadata Librarian/Manager
Psychometrician. The Psychometrician is responsible for overseeing and implementing psychometric procedures for educational testing and evaluation programs, assuring the veracity of data, analytical methods and results, and independently designing, planning, and completing research studies. Typically these professionals shall have:
Expert knowledge of psychometrics, statistics, assessment level requirements and technical learning methodologies
Demonstrated testing/assessment/evaluation & metrics knowledge.
Designing, overseeing, and carrying out classical and Information Research Technology (IRT) item analyses, equating studies, generalizability studies, validity studies, sampling plans and special statistical analyses Knowledge of assessment process, industry standards, certifications & evaluations.
Technical assessment skills and knowledge and one or more area of specialization
Working with Business Line leaders and managers to ensure the correct development and implementation of educational testing programs
Demonstrated ability to implement, drive and track projects and/or programs in a deadline driven environment. Accurately analyzing, interpreting, and clearly communicating test results within specified deadlines
Contributing to the scoping of work and writing of proposals
Working with Curriculum and Assessment Specialists in the development of tests and test items
508 Graphic Design/Document Editor . The 508 Graphic design/Document Editor is responsible for overseeing and implementing the Rehabilitation Act of 1973, Section 508 requirements for design and editing of documents and presentation slides. Typically, these professionals shall have:
Knowledge of 2D graphical Design
Knowledge of 508 Document and presentation slide requirements.
Demonstrated ability to convert documents and slide presentation into 508 compliant Microsoft Word documents, Portable Document Format (PDF) and Microsoft Power Point presentation products.
Experience working with content experts and project managers, and producers in the design and development of 508 compliant products.
