Professional Solutions is looking for qualified candidates to fill the following position:

This is a senior level position and is expected to act as a seasoned contract professional that adheres to the PMP Code of Ethics and Professional Conduct. Provides direct support to the Program Management Office (PMO), Office of the Chief Information Officer (OCIO) in all aspects of program and project management. Must have government experience in IT Program/Project Management environments in the Federal Government.

Responsibilities

  • Reports directly to the PMO Task Lead
  • Has the ability to be a team player as well as ability to work autonomously
  • Assists and mentors others in all aspects of program management, control and evaluation for the successful deployment of PMO initiatives
  • Assists in establishing, maintaining, and executing the plans, processes, and procedures necessary for program and resource management support.
  • Assists and mentors others in the preparation of PMO project plans to ensure that the various project components are effectively and sufficiently planned within the time constraints as outlined in strategic plans. 
  • Provides ongoing schedule/planning analyses of the programs' integrated management data to provide timely and accurate insights concerning a program's status, to the PMO.
  • Provides internal controls assessment, evaluation, and remediation functions for the PMO.
  • Assists and mentors others with the development of best practices, governance, and process for the PMO to assist the OCIO in implementing a more structured program management environment.  This includes support for all aspects of program management planning, control, and evaluation for the successful deployment of OCIO IT initiatives. 
  • Supports risk management activities in identifying risk, qualitatively and qualitatively assessing risk, developing risk strategies and maintaining the risk management plan.
  • Assess cost and schedule performance for on-going projects.  Using cost, schedule and strategic plan information, conduct root cause analysis, and recommend corrective actions.
  • Assists and mentors others with the development of Project Plans, work breakdown structures, and schedules
  • Develops policies and best practices that ensured the successful accomplishment of OCIO initiatives.
  • Assists and mentors others with Portfolio Management

Skill Set

  • At least 5 years experience with IT systems engineering or software development
  • Experienced in the use of MS Project or project scheduling applications at the intermediate level
  • Possesses at least 5 years experience with software development lifecycle methodologies
  • Planning and implementation experience with multiple actual implementations of software applications.  Planning factors included communications, training, testing, assessment of end user readiness, hardware and software installation schedules, roles and responsibilities of various team members, risk strategy and assessment, mitigation of risks, development of cut-over procedures from legacy, and development of an implementation work breakdown structure and/or readiness plan.
  • Financial management experience developing cost estimates and development of life cycle cost estimates.
  • U.S. Government budgeting and controlling experience, emphasis on planning budgets in order to effectively manage business initiatives portfolios.  Participated with the development of artifacts in support of the OMB Exhibit 300 is a significant plus.
  • Possesses the capability to interact with the customer and diplomatically leads provides expertise to the customer
  • Able to work in a team environment and able to work autonomously
  • Demonstrates ability to effectively communicate with all levels of staff and management both in writing and orally
  • Able to train others on the intricacies of program/project management, earned value management and any other aspect define within the PMBOK
  • Possesses the ability to function effectively within a matrixed organization providing support to other functional areas when requested
  • Be able to provide understanding and mentor clients to achieve strategic goals.
  • Pleasant to work with, flexible, but possesses with the ability to tactfully deal with the client in a firm but effective manner when required.
  • PMP with demonstrated experience is preferred and adheres to the PMP Code of Ethics Professional Conduct.

Education:

Undergraduate degree (BS) in Computer Science, Information Systems, or Business with high IT interface.  Graduate degree (MA/MS) in Computer Science, Information Systems, or Business a plus.

Years of Experience: 7 to 10 years Federal Government exp. in IT PM environments
