Professional Solutions is looking for qualified candidates to fill the following position:

This is a senior level position supporting the Budget and Finance staff with the execution and of its organizational mission. This includes formulation and execution of the budget, development and maintenance of a revised Activity Based Cost Management (ABM) model, and supporting contract management and review functions. This involves working closely with managers to prepare appropriate budget documents and providing monthly budget status reports. The ideal candidate shall assist with planning, implementation, and support of program management and Capital Planning and Investment Control (CPIC) processes. The contractor shall directly assist with identification and mapping of major business and technical initiatives, and IT project portfolio management through the selection, control and evaluation phases of CPIC controlled projects. The scope of the ABM model support is to continue revising the current ABC model and to facilitate the identification and development of cost information to facilitate better decision-making. The new ABM model will be used to better manage IT operations and identify the cost of operations while still integrating with the rest of the ABC models. As part of the development process of the new ABM model, the ABM team will revamp cost identifier structure in order to better capture and manage costs.

The candidate supports the formulation and execution of the budget. This support includes: the development of project and program level budgets and business cases, organizing and reporting these business cases and budgets for management’s review in a multi-tiered evaluation process, supporting the review process for all levels of business cases, and (using a portfolio approach) provide various views of the budget proposals to support the CPIC process. The contractor shall assist in preparation of documents and reports to be delivered to OCP (Office of Corporate Planning) and OMB (Office of Management and Budget) for, ultimately, the approval of the budget.Possess capability to implement Earned Value Management (EVM) and provide EV analysis. Supports the development of Investment Decision Papers (IDP) establishing total cost of ownership estimates and baselining target costs. Supports the CPIC process as it relates to IT portfolio management, including support for development, coordination, and submission of OMB Exhibit 300 business cases and the OMB Exhibit 53.Provides support for the Activity-Based Management (ABM) model and Activity-Based Costing (ABC) with business process analysis techniques to measure, analyse, and improve the performance of a business or organization. Assist revising current ABC model and provide recommendations for the new ABM model. Assist in aligning IT costs with business processes and functionalities. Must be capable of analysing and developing reports, spreadsheets and databases; possesses capability to supervise and mentor other staff members, responsible for financial management projects and tasks, team player providing support to other support areas. Possess capability to work autonomously and more importantly as a team player.

Education and/or Certification Qualifications:

The ideal candidate should possess a CPA, MBA with at least 3 years of relevant work experience in a CIO organization. Although not required, related certification (e.g., project management professional (PMP) is a plus.
